What is a preserve?

To be acknowledged as preserve, you have to put an application to INEFAN and dem INHERI. After a year of discussions, inspections, requieries, we finally got acknowledged.
The arguments of the inspectors, why this area had to be protected, was quite interesting: Not because it is an important eco-system, worth beeing protected, but on thje contrary, because the area there is not good for anything else: too steep, the soil too poor, the trees are said to be not worthy enough to be cut down, too far from trasnport, too humid. To be forest preserve means, that the GSR has to write every 5 years a precise runninng plan that has to be accepted from the state. Every 6 months a reporthas to be handed over, and a public official comes to control the forest preserve.
As counter, the state has to protect us against land invasion. It is common and legal in Ecuador, to invade "fallow lying" areas (= for example rainforest) and to use it for agriculture, even if the owner has made a record of his posession in the land register. Only if you're a forest preserve, you can avoid this.
